Re-roofing permits in Summerland: the District's rules

The District of Summerland issues building permits. Its building-permit page does not mention roofing by name: it lists "non-structural maintenance or minor repairs to the exterior of your home" as work without a permit, and structural repairs or changes as work that needs one. A full roof replacement is not named on either list, so we confirm per address with the District.

What the District of Summerland's permit page lists

The District's page is short and practical. Its "not required" list covers fixtures, cabinets and flooring, interior painting, HVAC equipment swaps and "non-structural maintenance or minor repairs to the exterior of your home". Its "required" list covers additions and alterations, moving or adding plumbing, electrical or gas lines, Poly-B replacement, and "structural repairs or changes".

Roofing is not on either list. The page points to Building Bylaw No. 2022-002, Parts 6 and 12, for the full set of requirements and exemptions.

Where a Summerland roof job becomes structural

Most of a roof replacement happens on top of the deck: old roofing off, underlayment and new panels on. The work that can push a job onto the District's permit list is underneath.

  • Replacing rotten sheathing or sistering rafters
  • Cutting in a new skylight or a dormer
  • Changing the pitch of the roof
  • Building a new roof over a deck or patio

Applying for a permit in Summerland

The District takes applications through the provincial Building Permit Hub, where you sign in with a BCeID or a BC Services Card account. Paper applications on the District's 2025 form go to the Development Services counter at Municipal Hall, 13211 Henry Avenue. For a question about a specific house, Municipal Hall's number is 250-494-6451; ask for a building official.

Inspections and the two-year permit in Summerland

Once a permit is issued it is good for two years. Inspections are booked by email to inspection@summerland.ca with the civic address, the permit number, the date you want and a contact name, and the request has to arrive by 3 pm the day before.

How we handle the Summerland permit question

When we measure the roof we note anything that touches the structure: soft sheathing, sagging rafters, skylights, a change of pitch. We confirm per address with the District whether the job needs a permit, and if it does, we apply and book the inspections. Townhouses and condos also need strata approval, which is separate from the District's permit.

Summerland questions, answered

Is a new metal roof just a "minor repair" in Summerland?

Not necessarily. The District's page exempts non-structural maintenance or minor repairs to the exterior, but it doesn't say whether a complete roof replacement counts. That is why we ask the District about your address instead of assuming. If sheathing or rafters need work, that is structural, and the page lists structural repairs as needing a permit.

Who at the District can answer a roof permit question?

Call Municipal Hall at 250-494-6451 and ask for a building official, or email Devserv@summerland.ca for property information. When you book a consultation with us, you can leave this to us: we make the call with your address in hand.

How long does a Summerland building permit last?

Two years from issue, according to the District's building-permit page. A roof replacement takes far less than that once the crew starts, so the limit rarely matters for a re-roof, but it does if the roof is part of a larger renovation.
